With over a decade of executive leadership experience in behavioral health and long-term care, Libby Hutter has proven success strengthening clinical operations, improving access and driving performance across the continuum of care for organizations facing challenging regulatory situations. She is skilled in revenue cycle management, new service line and program development, capacity improvement and new facility development, and health information technology (HIT) implementations.

Before joining Health Management Associates, Libby founded her own healthcare consulting company and provided expert management consulting and strategic advisory services to a range of healthcare-focused organizations. In addition to providing subject matter expertise in healthcare operations and strategic growth, she consulted on digital health and technology strategy, designing clinical workflows, implementing remote patient monitoring and chronic care management, executing payer enrollment strategies, and implementing electronic health record (EHR) systems.

Prior to her consulting work, Libby served for over a decade in executive leadership roles across long-term care and inpatient and outpatient behavioral health care delivery organizations. She prioritizes developing service lines and programs that are responsive to community needs while ensuring compliance. As chief executive officer (CEO) of Cedar Hills, an inpatient behavioral health hospital and outpatient center, Libby drove expansion initiatives to launch new state-certified programs, including Medication Assisted Treatment (MAT) and patient-centered outpatient programs in mental health and substance use treatment. As executive director for The Springs Living, Libby operated one of their locations, a 230-unit long-term care facility, and managed the implementation of seven vaccine clinics that served over 1,500 area residents.

Focusing on aligning business strategy while improving quality, Libby leads scalable strategies for process improvement and delivers capacity increases that increase care access. With Cedar Hills, she expanded bed capacity three times during her tenure, including designing and standing up a significant capital expansion project, and increased physician billing revenue by 200 percent. With The Springs Living, she and her team increased occupancy by over 15 percent during the COVID-19 pandemic.

Libby earned her Master of Public Health in health services from the University of Washington. She has a bachelor’s degree in interdisciplinary studies from the University of California at Berkeley.

In her spare time, Libby and her family work on their farm, raising livestock and cultivating an abundance of fruits and vegetables.
