Lina Rashid is a nationally recognized expert in public policy, communications, and outreach, with over 15 years of federal leadership experience spanning healthcare policy development and implementation. Leveraging her strategic planning, legislative analysis, and coalition building skills, Lina has helped over 20 states with Affordable Care Act (ACA) and Health Insurance Marketplace programs, and jumpstarted priority projects to deliver results. She is passionate about improving healthcare coverage and access.
Before joining Health Management Associates, Lina served in four administrations as a senior policy advisor for the deputy director at the Center for Consumer Information and Insurance Oversight (CCIIO) within the Center for Medicare & Medicaid Services (CMS). In this role, she represented the department to agency leadership, executive staff, and the White House. In addition, she advised senior leadership on recommendations and solutions to key policy, operational, and equity issues to align with the agency’s strategic goals.
Lina launched the Section 1332 waiver program for the U.S. Department of Health and Human Services (HHS) with the Department of Treasury – a $30 billion-plus program across 21 politically diverse states. These waivers have reduced premiums ranging from 4-39%, increased new plan options in Colorado and Nevada, implemented reinsurance programs, and expanded access for vulnerable populations.
She has demonstrated success providing complex high-profile management and leveraging operational initiatives to implement strategic solutions, recognized by several CMS awards. She has managed over $200 million for states to establish exchanges and led a national bi-department multi-million dollar outreach initiative that increased enrollment. Lina also developed external outreach plans to build coalitions, partnered with federal stakeholders to launch COVID provider funding programs, and launched the first CMS statewide Qualified Health Plan (QHP) provider directory pilot. She also served as acting director of the Division for Consumer Advocacy and Assister Support in the Consumer Support Group and led technical assistance efforts for marketplace assister programs.
Lina’s early career includes serving as a legislative assistant in Congress where she drafted and helped pass bipartisan legislation, built coalitions, and negotiated with Senate and House offices on provisions of the ACA and global health legislation. She has a master’s degree in health management systems from Duquesne University and a Bachelor of Science in psychology from the University of Pittsburgh.
Lina lives in northern Virginia and enjoys spending time with her family, traveling, and being active in her community.
