Michael Butler is an experienced strategist and evaluator working across a wide array of health and human service sectors including public health, behavioral health, housing and public education. He has worked directly with public agencies at the municipal, county, and state levels, as well as with nonprofit and philanthropic leaders to craft strategies that provide focus, coherence, and accountability. His work is centered on accelerating equity and demonstrating measurable impact in the social sector.
With Health Management Associates (HMA), Michael has supported clients in assessing community needs, developing strategic plans, designing supports, and evaluating programs. His portfolio includes work to ensure access to school-based mental health and integrated supports for homeless and housing-insecure students in the Los Angeles and Downey unified school districts, as well as the development of a strategic plan for a county-level initiative targeting homelessness among young adults for the Los Angeles Housing Service Authority. He has supported nonprofits in developing transitional bridge housing for single parents with young children as well as strategy for organizations dedicated to serving the educational needs of homeless children and youth across five Southern California counties.
Michael joined HMA from NPO Solutions. He has worked with decision-makers at the local, state, and national levels to enhance accountability, measure effectiveness, disseminate best practices and implement research-based strategies for continuous improvement. His work has spanned sectors including public education, workforce development, community health and wellness, positive youth development, and social service intervention support programs for youth and families.
At NPO Solutions, he worked to embed program evaluation and key performance indicator metrics into the firm’s strategic planning model. In addition, he provided professional development and coaching services focused on data-driven approaches to enhance service delivery and build collaborative evaluation culture into organizations.
Michael co-founded and served as vice president of Public Works, Inc., a nonprofit organization dedicated to utilizing data to improve the effectiveness of the public and nonprofit sectors. He also served as a consultant and researcher.
He earned a Master of Arts in political science from the University of California, Los Angeles, and an undergraduate degree from Occidental College. Michael was also a research fellow at the RAND Corporation and is a graduate of the University of Southern California’s executive program in social innovation through the Price School of Public Policy.
