Tommaso DiGiovanni is a healthcare leader with more than two decades of experience driving performance improvement, digital transformation, and organizational change at the intersection of people, processes, and technology.
At Health Management Associates (HMA), Tommaso leads complex, multi-stakeholder initiatives that enhance operations across Medicaid, Medicare Advantage, Affordable Care Act (ACA), and commercial health plans; expand access and quality for underserved populations; and modernize state and local health systems. His work spans policy, strategy, and operations, with deep expertise in managed care readiness, health plan benchmarking, procurement, and interoperability.
Tommaso supports initiatives aligned with CalAIM and other state transformation efforts, helping clients improve data exchange, care management integration, and compliance with federal and state reporting requirements. He has extensive experience guiding organizations through large-scale system modernization projects, enterprise workflow redesign, and workforce capacity-building initiatives. His portfolio also includes the design of statewide leadership and training programs, operational assessments, and performance frameworks that promote accountability, collaboration, and measurable outcomes, as well as professional development strategies that build organizational capacity, strengthen leadership pipelines, and align staff skills with evolving system goals.
Prior to joining HMA, Tommaso served as senior director of project delivery for a healthcare consulting firm, where he oversaw enterprise-wide transformations for Medicaid and Medicare clients, including implementations of utilization management and care management systems, enhanced analytics and reporting capabilities, strengthened data integrity, and advanced interoperability solutions. His previous leadership roles at Blue Cross and Blue Shield of North Carolina, Dean Health Plan, and other consulting firms focused on improving operational efficiency, compliance, workforce development, and strategic alignment across multiple lines of business.
Tommaso earned his Master of Science in Management, Strategy, and Leadership from Michigan State University and his Bachelor of Business Administration from the University of Miami. He is an active member of the International Institute of Business Analysis and the Association for Talent Development and is certified in SAFe 6 Agile and Adult Learning and Curriculum Design through AchieveGlobal.
