Webinar Alert: Evidence-Based Treatment of Opioid Use Disorder in Correctional Settings

HMA is cohosting a webinar with the National Commission on Correctional Health Care.

Opioid use disorder is a chronic brain disease with effective, evidence-based treatments, and is a condition protected by the Americans with Disabilities Act. Prisons and jails are expected, by national health care and justice organizations and by communities, to treat incarcerated persons with OUD in accordance with evidence-based practices. This webinar reviews the most current evidence-based care for opioid withdrawal and OUD treatment and provides clinicians with strategies to move correctional health practices into compliance with national and community standards.

HMA to Lead Jail-Based Opioid Response Program in Pennsylvania

In the nationwide effort to combat opioid use disorder (OUD), Health Management Associates (HMA) is expanding its successful Medications for Opioid Use Disorder (MOUD) initiative to jails in Pennsylvania counties. The multi-tiered technical assistance approach, developed by HMA and implemented in the California correctional system, works to combat opioid overdoses by expanding access to treatment for OUD in jails and prisons.

Medication Assisted Treatment in Justice Settings

With funding from the California Health Care Foundation, Health Management Associates created the following video to capture the thoughts and feelings of various stakeholders in the criminal justice system about treating Opioid Use Disorder with Medication Assisted Treatment (MAT).  It includes comments from two clients who received MAT through the criminal justice system.  The parties interviewed are all involved in a project HMA is administering to coach teams from 29 counties to expand access to at least two forms of MAT in jails and drug courts.

Indiana Releases Hoosier Care Connect Managed Care RFP

This week, our In Focus section reviews the Indiana Hoosier Care Connect request for proposals (RFP), issued by the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP) on October 18, 2019. Hoosier Care Connect is the state’s Medicaid managed care program for approximately 90,000 aged, blind, and disabled (ABD) Medicaid beneficiaries. Implementation is expected April 1, 2021, with contracts worth $1.4 billion annually.

This week, our In Focus section reviews highlights and shares key takeaways from the 19th annual Medicaid Budget Survey conducted by The Kaiser Family Foundation (KFF) and Health Management Associates (HMA). Survey results were released on October 18, 2019, in two new reports: A View from the States: Key Medicaid Policy Changes: Results from a 50-State Medicaid Budget Survey for State Fiscal Years 2019 and 2020 and Medicaid Enrollment & Spending Growth: FY 2019 & 2020. The report was prepared by Kathleen Giff­ord and Aimee Lashbrook from HMA; Eileen Ellis and Mike Nardone; and by Elizabeth Hinton, Robin Rudowitz, Maria Diaz, and Marina Tian from the Kaiser Family Foundation. The survey was conducted in collaboration with the National Association of Medicaid Directors.

National Jail-Based Opioid Treatment Program Expands

A successful approach to expanding access to jail-based opioid treatment, that began in California, will grow to 16 additional counties across the country. Health Management Associates (HMA), a leading healthcare consulting firm, developed the program blueprint which was successfully deployed in 29 California counties and resulted in better access to Medication Assisted Treatment (MAT) for those in the criminal justice system.
