HMA examines CMS Innovation Models over the past decade

A new issue brief and accompanying data set by HMA colleagues examines models implemented by the Centers for Medicare & Medicaid Services (CMS) Center for Medicare and Medicaid Innovation (The Innovation Center) over the past decade and provides evaluation of the findings.

The Innovation Center was established to implement and test models to determine if new approaches to provide care to beneficiaries could reduce Medicare, Medicaid, and Children’s Health Insurance Program (CHIP) program spending, improve the quality of care, or both.

The team reviewed publicly available information posted by the Innovation Center, independent evaluations of the models, and Congressional legislations and reports to catalog characteristics of the 172 Medicare models that the Innovation Center has implemented so far.

These findings are cataloged in a data set and explained in the full issue brief, Center for Medicare and Medicaid Innovation: Findings from Medicare Models To-Date. The HMA team reported results from the Innovation Center showed minimal success in fulfilling the statutorily defined objectives of lowering spending or improving quality to the Medicare program nationwide. The issue brief notes questions to be considered by policymakers and Innovation Center leadership as the program moves forward.

The report was completed by Senior Consultant Jennifer Podulka and Consultant Yamini Narayan with funding and support from Arnold Ventures. Additional HMA colleagues who contributed to the project include Samantha Di Paola, Amanda Glickman, Elaine Henry, and Cami McIntire as well as former HMA Vice President, Federal Policy and Managing Director, Medicare Jon Blum who recently returned to service at CMS.
