Health Management Associates – HMA – was founded in 1985 by Jay Rosen and a handful of other
like-minded, experienced public officials.
They believed in the value and importance of publicly financed health care programs in America and envisioned an increasingly demanding role for states in this arena.
They saw the need. They shared an understanding of – and a commitment to – Medicaid and other programs designed to serve vulnerable, low income and uninsured individuals.
They saw opportunities to reform the system and to make public dollars work harder and go farther.
They saw others like themselves – smart, committed, experienced health care professionals – leaving government and the private sector with still much to contribute and accomplish.
Realizing the potential and hoping to make a lasting impact, HMA took shape. And today, the legacy continues with each new colleague and each new client.

Our colleagues are former senior officials from the Centers for Medicare & Medicaid Services (CMS) and the Office of Management & Budget (OMB), state Medicaid directors, mental health commissioners, state budget officers, Cabinet-level health secretaries, and policy advisors to governors and other elected officials. Others are former CEO, COO, CFO and other hospital, health system and state-based health insurance exchange leaders. And rounding out our team are physicians and other clinicians who have run health centers and integrated systems of care – most who are still practicing medicine every week.
