An accomplished managed care executive, David Nater has demonstrated market development, process improvement and re-branding success across Medicaid, Marketplace, Medicare Advantage (MA) and Dual Special Needs Plan (D-SNP) managed care organizations (MCOs). He has over 15 years of experience leading health plan operations and government program administration in cross-matrixed organizations.

Before joining Health Management Associates, David was a principal consultant, overseeing various requests for proposals, client projects, internal process improvement initiatives and business development efforts. Prior to his consulting work, he worked with Molina Healthcare as plan president and, most recently, chief operating officer (COO). In these roles, he was the profit and loss (P&L) owner for the Medicare, Marketplace and Medicaid lines of business, delivering multi-million revenue increases each year, and serving as a primary contributor to Molina’s most recent Medicaid procurement award in New Mexico. He also led Molina’s effort to partner with the Navajo Nation to launch an Indian Managed Care Entity (IMCE) in New Mexico.

David is a driven, strategic-minded leader with experience managing health plan operations, quality and risk adjustments, clinical teams and functional performance. He has led successful improvement initiatives and transformations. Spearheading Molina New Mexico’s efforts to resolve volume-driven non-compliance, he achieved NCQA re-accreditation and introduced a market-owned oversight process that was scaled to the national audit model for better coordination with small markets. He transitioned a D-SNP product to a general enrollment (GE) MA prescription drug (PD) product, exceeding growth and retention targets by 20 percent, successfully executed a Medicaid termination plan, and led Molina Healthcare markets with the lowest voluntary disenrollment rates through his Medicare MAPD transformation efforts.

In addition to operational improvements, David delivers financial performance improvements, prioritizing customer experience alongside efficiency and cost containment. With Molina Healthcare, he instituted and facilitated bi-weekly cost containment trend reviews, producing market and process enhancements and year-over-year revenue increases. As UnitedHealthcare Community Plan of New Mexico (UHG)’s COO, he identified over $20 million in overpayments and over $6 million in capitation reconciliation opportunities within his first year.

David earned his bachelor’s degree in management from the University of Phoenix.

Born and raised in the southwestern U.S., David lives in New Mexico with his family. He enjoys traveling and volunteering, and he currently serves as board president for Meals on Wheels of New Mexico.
