Falon Owen is a healthcare strategist with over 15 years of experience in product development and operations. She has significant industry experience in many areas including but not limited to Medicare and commercial market entry, Medicare bid strategy and filing, multimillion-dollar vendor procurement and contract management, and health plan operational readiness.
Before joining Health Management Associates, Falon was the vice president of health care products with FarmboxRx. She oversaw the creation of healthcare products for Medicaid, Medicare and commercial lines of business, determined the overall product strategy, and drove key business metrics, including revenue growth, customer satisfaction, and gross margin. Falon worked collaboratively to define efficacy metrics, evolve pricing frameworks, win clients, and bring new concepts to market.
Prior to FarmboxRx, Falon spent many years working at large national insurance carriers including Aetna, Anthem and Humana, as well as a provider-owned health plan. At Aetna she functioned as a strategic consultant for Medicare Advantage product innovation strategy, impacting portfolios encompassing over 2 million members in all U.S. markets and across the SNP, non-SNP and Group Retiree lines of business. She collaborated on creative solutions for healthcare needs, managed supplemental benefit vendors, and launched chronic-disease programs specifically tailored to members with chronic kidney disease, congestive heart failure, and diabetes. Falon also served as the chief of staff to the Ohio and Kentucky chief Medicare officer, leading a team of government program managers and retention managers. She directed bid activities, secured partnership opportunities, oversaw plan performance and led day-to-day market operations.
Throughout her time in the industry, she has grown a single state health plan to multiple states, leading the business case all the way through expansion operations, including procuring state licensure and functioning as an interim chief strategic growth officer. She has procured and launched behavioral health programs for more than 1 million group retirees, built and program-managed internal systems aimed at automating and reducing errors in CMS-mandated member materials, and analyzed pilot programs for return on investment and go/no-go expansion decisions.
Falon received her chief product officer executive education from Northwestern University’s Kellogg School of Management. She earned her Master of Business Administration and her bachelor’s degree in marketing from the University of Kentucky. Falon also received her SAC Six Sigma Green Belt certification from 6Sigma Advanced Controls, Inc.
