Jane Conarchy Longo
Jane Longo has over 20 years of state government experience. She assists clients with program, policy, financial and operations projects.
Since joining HMA, Jane has worked with public clients on Medicaid and related policy and operational issues. Recent public clients include the Indiana Family and Social Services Administration, the Cook County (Illinois) Health and Hospitals System, and Pace Suburban Bus (Illinois). Jane has extensive experience with eligibility and enrollment issues including eligibility expansions, presumptive eligibility, ACA early expansion waiver implementation, provider operations, managed care enrollment policy and operations, and Part D eligibility. She also assists private clients who work with Medicaid and other public programs including Presence Health Partners (Illinois), a provider-sponsored Medicaid Accountable Care Entity.
For two-and-a-half years Jane served as interim director of eligibility and enrollment for the Cook County Health and Hospitals System (CCHHS), Department of Managed Care. In this role, she organized and led staff – including vendors – in development, implementation and operations related to eligibility and enrollment for newly eligible ACA adults in the Cook County Early Expansion waiver and the transition from a waiver program to the CountyCare Medicaid health plan serving multiple Medicaid populations. She also led communications with the Illinois Department of Healthcare and Family Services and the Illinois Department of Human Services regarding eligibility, waiver and managed care policy and procedures. During her tenure, enrollment efforts resulted in CountyCare waiver membership of more than 102,000 in 18 months.
Jane advised CCHHS leadership on waiver and health plan implementation and operations – including best practices – to resolve issues, minimize risk, and achieve program goals while complying with state and federal requirements. Her work with CCHHS, the Cook County Sheriff’s Office and the non-profit organization TASC to provide Medicaid application assistance at the Cook County Jail resulted in more than 1,000 jail detainees enrolling in Medicaid.
Prior to joining HMA, Jane was chief of the Bureau of Medical Eligibility Policy in the Illinois Department of Public Aid (now Illinois Department of Healthcare and Family Services). She also served as bureau chief for KidCare, Illinois’ integrated program of Medicaid and SCHIP health benefit programs for children and parents. In these roles Jane: directed and performed Medicaid eligibility policy analysis; wrote Medicaid and SCHIP state plan amendments and negotiated approval with federal staff; led planning and early implementation of the presumptive eligibility for children project; wrote policy, procedures, financial projections, waiver application, RFPs, contracts, legislative analyses and a stream-lined Medicaid application. In addition to leading planning and implementation of Illinois’ SCHIP program, Jane successfully developed, negotiated, and implemented the Illinois FamilyCare waiver, a Health Insurance Flexibility and Accountability waiver that allowed health insurance access for more than 300,000 children, parents and uninsurable adults.
