A distinguished health and human services administrator, Jesse Eller has over 30 years of experience in comprehensive community services, local government and managed care leadership. Jesse’s background in managed care includes Managed Long-Term Services and Supports (MLTSS), Dual Eligible Special Needs Plans (DSNP) and Medicaid managed care. He is skilled in financial management, profit and loss management, contracts and provider relations, government relations, and leadership development.

Before joining Health Management Associates, Jesse established his own consulting service, Jeller Health Advisors, LLC, specializing in Medicaid, Medicare, behavioral health, health exchange and leadership. Prior to that, Jesse held executive positions with UnitedHealthcare (UHC) including Rocky Mountain Health Plan, UHC Arizona, UHC Massachusetts and Optum Behavioral Health Solutions. In these roles, he was responsible for all operations, clinical, growth, quality, profit and loss, and compliance.

Jesse has demonstrated success in organizational development and strategic growth. As the chief executive officer for UHC Plan of Massachusetts, Jesse set the vision and goals for the Senior Care Option plan. He led the implementation of a new contract awarded to the plan, adding the Medicare Medicaid Program (MMP), or One Care, and transitioning responsibility for the healthcare exchange from the commercial business to the community and state. As the executive director of UHC Plan of Arizona’s Complex Care, he led the Long Term Care for Elderly and Physically Disabled (ALTC-EPD), Developmentally Disabled (ALTC-DD) and Medicare DSNP plans, increasing DSNP membership by over 50 percent.

Leading quality improvement activities, plans under Jesse’s direction received high ratings from the Center for Medicare and Medicaid Services (CMS). During Jesse’s time as UHC Plan of Massachusetts CEO, the Senior Care Option plan received 5 STAR ratings two years in a row. Under his leadership, UHC Plan of Arizona achieved its first 4 STAR rating in plan history.

Jesse’s early career helped establish his expertise in long term care and community services. He spent nearly two decades working with A New Leaf, Inc., a comprehensive community service agency based in Mesa, Arizona, serving all of Maricopa County and most of the state. Serving in progressive positions ending as the vice president of community services, Jesse oversaw more than 40 percent of the agency programs and 180 employees providing services including two outpatient clinics, adolescent residential treatment programs, foster care, school-based drug and violence prevention programs, and the community action program for the City of Mesa. 

He also served as the director of Yavapai County’s Long Term Care and the director of Aging and Disability Services for Seattle and King County. Jesse utilized his expertise working with AmeriHealth Caritas. Working as a consultant, Jesse assisted the organization in beginning to develop a long term care line of business, and later, as the director of long term care strategy, he served as the subject matter expert.

Jesse earned his Master of Business Administration and a bachelor’s degree in business management and marketing from the University of Phoenix.

An outdoorsman, Jesse spends much of his free time outdoors hiking or camping. He has a taste for adventure, enjoying activities like skydiving and travelling with his family.
