Jessica Perillo is a driven healthcare professional with extensive experience in the behavioral health, public health and public safety fields. She is focused on engaging with the law enforcement and criminal justice communities to support efforts to address the opioid crisis.

Before joining Health Management Associates, Jessica served as the program manager for Boone County Health Department. Jessica led the implementation of multiple behavioral health programs, including a law enforcement-led outreach program and a medication assisted treatment program in Boone County Jail.

Jessica is skilled at community engagement and collaborating with stakeholders to maximize the positive impact of these programs. She facilitated and guided the Boone County Behavioral Health Taskforce and its partners on all initiatives and projects including community trainings, subcommittees and memorandums of understanding (MOUs). She also managed multiple federal and state grants focused on behavioral health and public health, emphasizing law enforcement, corrections and community outreach.

Prior to her work in the criminal justice system, Jessica gained experience working as an addiction counselor and as an outpatient coordinator with Rosecrance Health Network. In her outpatient coordinator role, she supervised counselors, unit clerks and assessors in three counties, including Boone. Jessica supervised a youth problem solving court and helped developed multiple programs, including substance use, gender specific and first responder programming. As an addiction counselor, she facilitated an intensive outpatient program for adolescents. She also provided substance use assessments, individual sessions, group and family therapy.

Utilizing this experience, Jessica has served as a member of the Boone County Behavioral Health Taskforce, Boone County Drug Prevention Coalition, and the Illinois Opioid Crisis Response Advisory Council. She has also been heavily involved in adult drug courts.

Jessica earned a master’s degree in forensic psychology from Walden University and a bachelor’s degree in psychology from Illinois State University. She is a certified alcohol and drug counselor (CADC) and has held a mental health first aid trainer certification.
