Joanna Powers is an experienced healthcare consultant, passionate about advancing health equity through systems change, evaluation, and community-driven solutions.
At Health Management Associates (HMA), Joanna supports projects focused on value-based payment reform, Home-and Community-Based Services (HCBS), intellectual and developmental disabilities (I/DD), and long-term services and support (LTSS). Grounded in her public health background, she specializes in maternal and child health, behavioral health, and reproductive health, with a focus on improving health equity and access for underserved populations. She brings experience in strengthening systems of care, supporting the design of alternative payment models, and advancing person-centered approaches that integrate behavioral health, LTSS, and primary care within Medicaid programs.
Before joining HMA, Joanna served as the Communication and Marketing VISTA/contractor with Assuring Better Child Health and Development (ABCD), a state intermediary for HealthySteps®. In that role, she developed and implemented multi-faceted communication strategies to elevate visibility and supported technical assistance to expand stakeholder engagement. She also held graduate internships with Planned Parenthood of the Rocky Mountains—working directly with providers and practices to improve service delivery—and with the Center for Global Health at the University of Colorado Anschutz, where she analyzed mixed-methods data on HIV risk among young women in Zambia to inform prevention strategies.
Joanna earned her Master of Public Health in Child & Maternal Global Health from the University of Colorado Anschutz Medical Campus.
