Pamela Stanley has over 25 years of experience in healthcare administration, clinical practice and healthcare consulting. Pam has worked in a myriad of healthcare aspects throughout her 25-plus year career in healthcare. Her work has been in very diverse aspects of the healthcare system, from working in large hospital delivery systems nationally to working for managed care organizations, as well as providing direct clinical care to patients. Her passion for improving outcomes in healthcare led her to becoming a licensed professional clinical counselor in behavioral health, where she has worked with clients in direct patient care for over 17 years.

Her healthcare administrative expertise includes payment reform (Value-based Purchasing) based on the Quintuple Aim framework for improving healthcare and clinical and operations systems change. In one of her prior roles as director of population health for the University of New Mexico Medical Group, she was successful in assisting organizations in moving their clinical operations from acute visit-based services to preventative outreach in Patient Centered Medical Homes (PCMH). This clinical practice transformation mirrors Medicine 2.0 by improving management of chronic care, and Medicine 3.0 by utilizing healthcare screening and monitoring of patients to prevent chronic diseases that are leading causes of death. Additionally, these clinical practice transformations helped to reduce healthcare costs by saving several millions of dollars.

 As a behavioral health practitioner in New Mexico, Pam has contributed to the behavioral health field in significant ways.  Her clinical experience includes supervising newly licensed practitioners, serving as a prior faculty member of the Project Echo Interactive Addictions Psychiatry and, more recently, helping to develop and implement healthcare outcomes measures and data reporting for the New Mexico Behavioral Health Provider Association.

Pam’s administrative experience has found her working in managed care through 20-plus years with roles in managed care contracting and leading provider contract negotiations, developing provider networks, building and managing provider engagement, and overseeing quality management programs, such as HEDIS measures, interventions and outcomes. She has extensive experience in developing and implementing value-based purchasing programs, including monitoring quality and financial performance and outcomes across the healthcare continuum.

Before joining Health Management Associates, Pam was a principal with the Strategic Interventionalist for Coaching, Counseling & Consulting, LLC and a consultant with Caraway Solutions. Her areas of focus included managed healthcare, value-based contracting and behavioral health. With Caraway Solutions, she was project lead for SYNCRONYS, a health information exchange, for the New Mexico Behavioral Health Provider Association’s value-based metrics development project with the State of New Mexico Behavioral Health Services Division.

Pam has demonstrated success designing and implementing innovative programs. As director of value-based programs and contracting with Western Sky Community Care, she developed, implemented and managed all value-based care (VBC) programs for behavioral health, physical health and long-term support services in the managed care organization’s first year. In this role, as a voting member of the NM Primary Care Council and member of the payment reform workgroup, she helped to develop the first, approved NM Primary Care Council Payment Model, successfully meeting the secretary of state’s eight-week timeframe and obtaining approval from the council on first pass. Pam has also served as director of population health with the University of New Mexico Medical Group, where she was responsible managing all VBC programs across the health system.

Pam earned a master’s degree in counseling from Webster University and a bachelor’s degree in health policy studies from the University of Michigan. She is licensed as a clinical mental health counselor by the State of New Mexico and received certification as a cognitive therapist from the prestigious Academy of Cognitive Therapy where Dr. Aaron Beck, as the father of Cognitive Therapy, created this institution. She is also a certified Tony Robbins/Chloe Madanes coach, completing the CORE100 Certification Program.
