Vicki Loner has nearly 30 years of dedicated experience as an executive leader, registered nurse, and certified healthcare administrator with expertise in clinical nursing, case management, quality improvement, managed care and accountable care organization (ACO) healthcare operations. Throughout her career, she has played an integral role in the implementation of major health plan and payment innovations and reforms in Vermont and New Hampshire in both the private and public sectors.
Prior to joining HMA, Vicki had an impressive track record of executive leadership positions at OneCare Vermont, culminating in her most recent role as senior vice president and chief executive officer (CEO). During her time at OneCare Vermont, she skillfully led a diverse team responsible for supporting various aspects of value-based care contracts spanning managed Medicaid, Medicare, and commercial programs. She managed an annual budget of $48 million and oversaw a total cost of care accountability of $1.4 billion in Medicare, Medicaid, and commercial insurance risk-based ACO payer programs. She oversaw clinical operations, quality improvement, informatics/analytics, network management, project management, general operations, and developed strategies for commercial and governmental programs. She also took charge of public policy and communications while successfully implementing accountable care clinical and quality reform strategies on a statewide level.
Vicki previously served as deputy commissioner in the Health Services and Managed Care Division at the Department of Vermont Health Access. During her tenure, she managed a budget of $1 billion, supervised a team of over 100 employees, and provided oversight for a wide array of areas including health services and Medicaid managed care functions such as care coordination, clinical management, pharmacy benefit management, finance, program integrity, quality improvement, and member and provider services.
Vicki has a Master of Health Care Delivery Science (MHCDS) from Dartmouth College and a Bachelor of Science in healthcare administration and nursing from the Rochester Insitute of Technology. She has multiple certifications, including professional utilization review (CPUR), managed care nursing (CMCN), case management (CCM), case manager, and health systems administration. She also currently sits on the board of the Vermont Center on Behavior and Health Advisory Committee.
