In the nationwide effort to combat opioid use disorder (OUD), Health Management Associates (HMA) is expanding its successful Medications for Opioid Use Disorder (MOUD) initiative to jails in Pennsylvania counties. The multi-tiered technical assistance approach, developed by HMA and implemented in the California correctional system, works to combat opioid overdoses by expanding access to treatment for OUD in jails and prisons.
With funding from the California Health Care Foundation, Health Management Associates created the following video to capture the thoughts and feelings of various stakeholders in the criminal justice system about treating Opioid Use Disorder with Medication Assisted Treatment (MAT). It includes comments from two clients who received MAT through the criminal justice system. The parties interviewed are all involved in a project HMA is administering to coach teams from 29 counties to expand access to at least two forms of MAT in jails and drug courts.
This week, our In Focus section examines the new Medicare benefit for Opioid Use Disorder (OUD) treatment that includes counseling, as well as medication-assisted treatment (MAT) and related items and services. This benefit was established by Congress in the SUPPORT Act of 2018 and is now being implemented by the Centers for Medicare & Medicaid Services (CMS). Medicare beneficiaries, including those dually eligible for Medicare & Medicaid, are the fastest growing group of OUD patients. Beneficiaries may access one of two types of providers: Opioid Treatment Programs (OTPs) (i.e., methadone clinics), or physicians + other health professionals. Providers offering these services will receive a bundled payment, either weekly or monthly depending on the type of provider, that can repeat as long as a patient needs treatment. Based on early guidance, Medicare Advantage (MA) plans have already created 2020 benefit packages that provide a level of access to OTP services that is “consistent with prevailing community patterns of care.” Now that the new benefit is final, MA will need to cover both OTP & Physician OUD treatment for 2021.
This week, our In Focus section reviews highlights and shares key takeaways from the 19th annual Medicaid Budget Survey conducted by The Kaiser Family Foundation (KFF) and Health Management Associates (HMA). Survey results were released on October 18, 2019, in two new reports: A View from the States: Key Medicaid Policy Changes: Results from a 50-State Medicaid Budget Survey for State Fiscal Years 2019 and 2020 and Medicaid Enrollment & Spending Growth: FY 2019 & 2020. The report was prepared by Kathleen Gifford and Aimee Lashbrook from HMA; Eileen Ellis and Mike Nardone; and by Elizabeth Hinton, Robin Rudowitz, Maria Diaz, and Marina Tian from the Kaiser Family Foundation. The survey was conducted in collaboration with the National Association of Medicaid Directors.
This week, our In Focus section provides a recap of the fourth annual HMA Conference, The Next Wave of Medicaid Growth and Opportunity: How Payers, Providers, and States are Positioning Themselves for Success, held this Monday, September 9, and Tuesday, September 10, in Chicago, Illinois. Nearly 500 leading executives representing managed care organizations, providers, state and federal government, community-based organizations, and other stakeholders in the health care field gathered to address the challenges and opportunities for organizations serving Medicaid and other vulnerable populations. Conference participants heard from keynote speakers, engaged in panel discussions, and connected during informal networking opportunities. Below is a summary of highlights from this year’s conference.
A successful approach to expanding access to jail-based opioid treatment, that began in California, will grow to 16 additional counties across the country. Health Management Associates (HMA), a leading healthcare consulting firm, developed the program blueprint which was successfully deployed in 29 California counties and resulted in better access to Medication Assisted Treatment (MAT) for those in the criminal justice system.
A new issue brief authored by HMA Principal Donna Strugar-Fritsch, MPA, BSN, dispels myths about, and objections to, the use of medication-assisted treatments (MAT) to treat opioid addiction. The brief is a clear and concise look at MAT, how and why it works, and what its use can mean for those impacted by opioid use disorder.
A new online resource to bolster the ongoing response to the opioid crisis recently launched. The website, Addiction Free CA, hosts an interactive data dashboard, project resources, and treatment provider locator to support the California Medications for Addiction Treatment (MAT) Expansion Project.
This week, our In Focus section reviews the California fiscal 2019-20 budget. California Governor Gavin Newsom signed his first budget, and much of its related legislation on June 27, 2019. The budget appropriates $214.8 billion ($147.8 billion General Fund) in total spending with $19.2 billion in reserves. The total reserves includes $16.5 billion in the Rainy Day Fund, $1.4 billion in the Special Fund for Economic Uncertainties, $900 million in the Safety Net Reserve, and nearly $400 million in the Public School System Stabilization Account.
